It's probably blurry due to camera shake...Your SS is too low.
It could probably be "helped" with high pass sharpening etc, but it probably won't be great.

i think this can be greatly improved in editing but it will need patience and photoshop knowhow. you can use the eyedropper tool to copy the color immediately beside the area that you want to sharpen and with a sharp small brush, opacity set to 5% brush slowly the soft area. go to the other side of the soft area and copy the color and brush again to give a semblance of sharpness. you can also use the dodge and burn tool to increase the contrast of the eyelashes. the blown out areas of the face and the clothes can be selected using quickmask and put in another layer and lock the layer so the transparent pixels won't be affected by brushing with the lightest color beside the edges, unlock the layer and blend with layermask and before merging down, add a little noise so it won't be so smooth to blend with the other layer. i'm sure there are other ways that other posters can suggest.

1/40 is way to slow for hand shot, even if your subject was still. Rule of thumb is that your exposure should be shorter than the length of your lens. E.G. if you have 50mm lens then you don't go above 1/60. And with zoom lens you count the max focal length, not the one you're using at the moment. E.G. if you're shooting 100mm with 70-200 then you go for 1/240 not 1/120. All that, with a bit of practice and proper handling of the camera (elbows to the body, exhale...)
