At first I was going to say I didn't like the over-exposure but the more I look at it the more I like it. It only worries me a bit because she is so pale and if you were just taking a quick glance it is almost hard to see the lines of her body.
As for the composition, I like it. But that is me. I think it is a nice picture. Who cares if she is playing in the dirt? Everybody likes a mud pie once in a while =P (I read something a while back that said it was alright to let your kids play in the dirt because it will help with their immunity to viruses and diseases in the long run. I don't know how true it is but, hey, I never got sick after playing in the dirt when I was kid.)

Have you tried levels and/or curves? LeeR wrote two good tutorials, and three seconds fooling around told me that you can do interesting things if you're not satisfied with the exposure as is.

You can't if the photo was taken a JPEG-only mode. That said, Photoshop (or other editing tools) will give you a lot of options for adjusting the image. You can't put back the detail in the blown areas but I don't think that is a failure in this particular shot (several of my favourite photos have come when, in manual mode with non-metering lenses, my first guess was too "hot").
