Are his eyes overdone?
How does his skin tone look?
Does the arm chop distract from the picture?
How is the overall exposure/color looking?
Any thoughts are welcome and appreciated

The following are only my opinion, and may be taken as such...

Are his eyes overdone?
Not at all. Caused my focus to concentrate on his expression.

How does his skin tone look?
Appears natural for a child his age. Change it much and it will look unnatural to me.

Does the arm chop distract from the picture?
I scrolled the picture to the bottom of my monitor, just enough so I couldnt see skin from his arm...honestly? I like the picture even MORE without the arm....his arm seem to distract slightly.

How is the overall exposure/color looking?
Natural...very natural.

lets put it this way, I immediately identified with the emotion he is showing....that is how I must have looked the other day, when I didnt get what I wanted.

Great Shot!

The arm tome didn't seem noticeable because I was drawn to the face before i even read your question. After you mentioned it and i did as Divot it did seem better

The tones are a bit warm, which of course is desirable for a portrait.

If you work with strobes you can use a warming filter on your light to get the warm skintones while keeping the background neutral.

Now, don't get me wrong, color is very good in this picture; a more neutral background just might help separating the subject even better from the background.

I tried a quick edit in Lightroom to bring saturation and color temperature down. Now, since this was done in post the seems aren't perfect. This is just for illustrative purposes

Oh, and once again, that's a really small detail; doesn't really make the image worse in it's current state...
