Default Is this camera shake?

So I took this pic of my friend's son, we were just hanging around, it was just a fun shot, but I noticed by his head is a little bit of shake. I am not sure if it's camera shake because it's only on his head and not the rest of the shot. Thanks. There is a zoomed in view on my flickr:

Did you use flash? It almost looks as if flash was used and the "blur" you'r seeing may be the result of using 1/30 rather than a faster shutter.

I did use a flash, it was a quick thing and I hit program mode instead of manual because I wanted to get the shot. So that makes sense it can be from that. Thank you! I had never seen that before, but then I usually only use my flash as a fill light.
