I not telling you how to do it.
I was hoping you would tell me.
I've been trying to figure out how to get this effect and I've been told it's pretty simple but I just can't do it.

Any ideas?

Seems like just a lens with some rather harsh bokeh. The background is likely rain being illuminated.

I'm guessing the leaf was put in as a new layer. The lighting just doesnt line up the same as the background.
As for the text, very easy, just use a pen or marker or some other tool on your processing program

I think the leaf is telling us it loves "Photoshop" (PS)!!!!

Are you wondering about the bokeh (redundant background design) or the text on the leaf?
The text appears to actually be handwritten on the leaf, but you can do this in PP. The bokeh is something done in lens. Here is a good link to get an idea of a personalized bokeh: DIY - Create your own Bokeh | DIYPhotography.net
