Default Can I create this result using DSLR?

Hie all,

I saw this picture in the net. Just wondering can we use DSLR to create such effect? cuz the bokeh is in middle and the objects on the left and right are so clear. Just wondering can a good DSLR create such effect or only photoshop/other editing application can do it?

Thanks ya.

I think that the star is either closer to the camera than the rest of the ornaments. Or maybe they used some oil or grease to make the middle of the lens fuzzy.

It's depth of field: the star is VERY close and the camera is focused on the farther objects.
