What slow shutter effect are you talking about? The more descriptive you are the more likely you will get the answer that you need.

If something like this
Cloudy Vegas

Make: Canon
Model: Canon EOS DIGITAL REBEL XTi
Shutter Speed: 30/1 second
F Number: F/22.0
Focal Length: 28 mm
ISO Speed: 100

then you need a tripod or study surface, a small/medium aperture, a long enough time to show movement 10-30 seconds should probably work, and a low ISO. I would start in the Av or Tv mode. Av = aperture, Tv = exposure time, set one in either of those modes and the other one will change itself to suit the situation. A remote to trigger the shutter would be good too. I'm not sure if you want yourself in the picture or not. If you do you can either use a flash in a dark place on the bridge or stand still (for the entire exposure) in a lit place on the bridge. I hope this helps.

That is most of the advice that I can give, other than to say practice. Read this article which I humorously found it on DPS http://digital-photography-school.co...t-light-trails that should help. Oh and if you find any photos of light trails then look at the EXIF data and see if your settings are similar.

P.S. Show us some of the shots that you have taken so far and me or someone else might be able to tell you what you aren't doing right.

That's a really nice shot - what on earth were the cars doing to get such a wavy trail!

It's called drunk driving

Anyway, nicely done Kelli-Marie. What settings did you use and what did you do different from your earlier attempts?
