When you want motion blur like this you have to use a slow shutter speed. That you have already figured out. If you want to do this in the middle of the day you will get an over exposed shot(very bright). If you don't want a over exposed shot you have 2 choices. Take the shot when the sun is setting(or nighttime), or use a Neutral Density filter. ND filters block the light that enters your lens allowing for a slower shutter speed. That is how shots of waterfalls, with that silky water look, are achieved in the middle of the day. Check out this discussion HERE.

Holy hell. ISO100, 0.5 seconds at f/32 and youre STILL blown out? Wow.
As Digidave mentionned, it looks like you'll need an ND filter of some sort for that kind of thing.
