Question Scaning

I have a photo that I unfortunately don't have a digital copy of any longer so I want to scan it in. I have scanned it in at 1200 dpi and the image quality itself seems good enough but has lots of white dots on it which aren't on the original. I have checked that it isn't dust either on the scanner or the photograph so I'm just wondering if anyone can tell me if it is down to me having scanned at this resolution. Would scanning at a higher or lower resolution help? Of is there are technique I can apply to the scan to get rid of these white dots? These may seem simple questions but I'm new to all of this.

Is the surface of the photo textured like a satin finish? it could be highlight reflections.

You might be better off shooting it with your camera.

Yes it is slightly. It's definitely not a gloss finish. I'll try taking a photo of it but I'm concerned I'll lose quality.
