Default tough one, help please?

once upon a time i saw 2 pics,one was during a nascar race where the photographer was able to isolate the speedy racing car and blur the others around it,and another of a guy riding his bike down the street,with what seems behind him as shadows (if he was still and others moving faster than him thatd be easy but its the exact opposit case) so anyone knows how can i get that effect? kinda need it for a shot im taking soon,thanks

Kinda like how a sniper follows a moving target. Say your friend is riding his bike - as he passes you by, you follow him in the view finder.

In the second one, you're probably looking at rear-curtain sync with a flash and pan blur. A bit of a Google should set you on the right track.
