Default Lens sharpest level at two stop below minimum aperture?

Dear all,
People says that the lens have got their sharpest level at two stop below minimum aperture. I would like to now recognize my Canon one 55~250mm f4 but not sure as I am not major in this. It seems to me that it is at 135mm ~ f8, am I right?
Could you please help me?
Thank you in advance,
Bichio

The only way to know is to test it.

Looking at the ISO crops it appears that f/8 tends to be the sweet spot, at least for center sharpness.

Err... two stops below maximum aperture.

Smaller the number, the bigger the aperture.

Agreed. Your lens may perform differently on your body compared to "average results"...but I'd bet f/8 is a good starting point.
