You need to use the BULB setting on your DSLR, a cable release helps to. I have the Canon EOS 7D and have Promaster cable release, it plugs into the side port on my camera and I push the button to either take the picture or lock it open, they also make wireless remote ones, more expensive though.
I have not fooled with light painting in twenty years, it was fun at the time, I remember using 100 iso film at the time for the long exposures. I have used my new stuff for bulb shots mainly of star trails and I use the 200 iso setting as that is as low as it goes, next stop down is Auto. I have used a method close to light painting with this setup, painting an object with a small white flashlight to only illuminate the object, isolating it and leaving everything else black, looks pretty neat but I have not did the colored light thing as it just seems old hat to me now. I used to use those cyalume lightsticks, they were available in green, red, orange, blue and yellow. Then I got an aluminum flashlight that had these colored filter tops which worked nice too. I would wear a black shirt and pants so I would not be visible in the shot and run around writing things like my name in the air, I also did the spinning circle thing with several different colors, I liked tracing things too. I used a small led light, set the shutter to 30 seconds and used a remote release. You can play with the flash too, essentially getting a well exposed picture of a person covered in lights :P But it's one of those things that once you've done it, you get bored of quickly :P
