Turn your camera's Long Exposure Noise Reduction on.

When you expose for a long period of time, the sensor heats up, which creates noise. The LongExpNR takes a second shot of a dark frame over the same period, and uses that data to remove the noise as best it can.

What is your camera? While Osmosis is right, I usually don't get that much noise with my Nikon D40, at similar (or even longer) exposures. If you have a compact camera, that could account for it. Otherwise, something might be amiss.

2 things:

First, why f/22? That's quite a small aperture. Try f/8 or f/11 with a faster shutter speed.

Secondly, you should always show an example with a link to the full size version. We can help you a lot better & easier if we can see exactly what you are talking about.
