Vaseline? Shiny vaseline? Blue sky? Shade? I think the issue is nothing more than the blue sky reflecting off the shiny parts of the horse. The drops under the nostril are obviously shiny and show the same color.

What sarcasm? Everything in that photo that is in the shade has a blue cast. Blue casts in shade are caused by reflections of the blue sky. If vaseline has been rubbed onto the horse's nose then that would make a perfect reflector of the blue sky.

Not sure what program you have for post processing, but if you have PS you could try clicking on the blue area with the magic wand tool with tolerance set at about 20, then while keeping the selected area, click on color balance, and slide blue to -21 and red to +4

That took me about 30 seconds and the blue area went bye bye

I had a feeling the answer was going to be blue sky reflecting off a wet nose before I ever saw the image. Sterling was right. However, I was able to quickly fix the problem with a minor color balance shift to the warm side. That just leaves this quesiton, "Is this image worth saving with the girls hair and face so badly blown out?" It's a nice sentiment, but the technical execution is dismal.

In the post that I added the picture I put that I knew the focus was off (and as you pointed out the hair and face blown out) I just clicked on one and uploaded it that doesn't mean I was wanting to save this one per se but I did save about 100 from the shoot that day and didn't want to have to scrap all of them if it could be fixed.

and sterling... sorry if you didn't mean it to be sarcastic but it seemed that way to me the way you pointed out that shiny vasoline and a blue sky would of course create a blue shade just seemed you were trying to point out a "duh here's your sign" thing!
