I've been reading Bryan Petersen's Understanding Exposure book, and am loving it. However I do have one question.
In the beginning of the book, he explains how to get a "correct" exposure in manual mode by adjusting shutter speed/aperture until the viewfinder blinks a correct exposure. I have an XSi, and just want to clarify that a correct exposure in my viewfinder would be when the EC bar is directly in the middle of the -2 and +2. Is this what he means by the viewfinder blinking a correct exposure? Sorry if this is a dumb question, but thanks for any replies!

Yes, the exposure bar should be at "0" (the center between -2 and 2). That means that your chosen exposure agrees with your camera's automatically-chosen exposure.
Of course, that may not really be "correct" -- it just means that you agree with the camera. You might want to change it to be higher or lower, depending on what you intend to do, the lighting situation, etc.

The needle in the meter should be at 0, which stands for perfect exposure as per camera's meter readings.

Thank you, that's exactly what I was thinking.
Thanks for the clarification!

Though remember sometimes camera gets fooled to set correct exposure especially when shooting night landscapes. The camera will overexpose at times, be careful about that.
