Default Help with correcting a sort of flare

Hi guys... this is my first post... i've been following dps for a while now but now i REALLY need some help from you guys. btw, i don't know if this is the right place to post this, it seemed the best lol

First of all, i take my photographs using a Canon F-1 35mm film camera... i know that's NOT digital, but i scan the negatives... so i can play with them and upload them to the internet.

The problem is that someone messed up the film and some shots have something that looks a little like a lens aberration, (but it's actually bad developing lol).

It took me about 2 months to get the full 36 shots taken, and some of them are ruined if i leave them the way they are now.

Maybe some of you guys can help me correct this using lightroom of photoshop, i know there's got to be a way to at least, minimize the flare.

Here's a couple of shots so you can have an idea of what i'm talking about
