Number of actuations means nothing for a lens. Absolutely nothing.

Be sure to check the zoom and focus rings: on the 24-70 they're the first thing to go. They tend to get really stiff then bind up completely. Other than that, test it out and see if it's performing the way it should. Check the glass and body for scratches and scuffs. Hold the lens in your hand, uncapped, and look through it. Shake gently to stir up any dust. There can be a bit, but more than "a tiny bit" is too much.

You can and often do get dust inside the lens: the 24-70 is a pump design, so it does have a distinct possibility to getting dust into the lens itself. i dont know why Nikon didn't make it, like the 14-24 and 70-200, a fully-internal lens.

The focus ring and zoom rings can be replaced or repaired by Nikon out of warranty, but it'll cost you the price of the repair. I dont know how much it is, but it cant be *that* much.

The 14-24 is about $500, so I'd expect the 24-70 to be the same or less. Mine was covered under warranty.
