My personal opinion - since you're looking at taking "snapshots" of people as well, then the 60 would be good. But if you're looking at taking "portraits" and not just snapshots, then I'd go with the 100mm

I think trying to get both portraits and macro out of one lens is a significant compromise. What is wrong with your current lenses for portraits? If it's low light then maybe another lens is the answer.
For macro work longer is usually better. It allows you to work from further away which helps keep you and the camera from putting the subject in shadow. I would suggest the Sigma 150mm f/2.8. I own one and I can find no fault with it for macro work. (non-OS/HSM version if you want to keep the price down). Still, I think your best bet may be to buy a lens for portrait work and extension tubes for macro work.

Neither of those are macro lenses, so if you wanted to use either of the lenses for true 1:1 macro you would have to buy extension tubes, filters, or the mounts that let you reverse the lens. (Can't remember what their called.)

Actually the EF-S 60mm macro is an equivalent 96mm on a 1.6 crop body. In that respect it makes a perfect portrait lens. I really like mine a lot, and it's very sharp.
