What are the good characteristics of mannequins to learn photography?

They have the advantage of never getting tired, you only have to pay the fee one time, and they're always around. They can be useful in practice photography to get a better feel for the interplay of light and shadow.

That said, unlike people, today's model won't have a different shaped face than yesterday's model. If you're not willing to purchase several wigs, you won't get experience in dealing with the colors, shapes, and reflections of hair. And you'll never get experience engaging with a real person, working out the timing of shots, explaining how you want the subject to move to improve the shot, exploring the relationship between head and neck position, whatever.

So, I'd say useful for a few things, but only for a few things.
