My CPL is also stuck within a step up ring. I tried to get it off by using only hands but it doesn't work. A friend told me yesterday that he managed to unscrew his by wearing rubber gloves (you know the ones used for cleaning toilets and such
). The point is to make enough grip and friction on the filter without actually squeezing it (because when you squeeze/press it, you produce additional friction between the threads).
