Looking at both lens. There is a price difference but what is the difference in quality of picture? Also, what benefit is there going down to 24? Or up to 28? Which lens offers the best versatility for landscape photography? Couldn't you use the 28 and just back up the camera? I am an amateur and interested in sticking with fixed focal point lenses. Thanks for your help?

I own both lenses.
There is not a lot of difference between them I prefer the 24mm mainly because of it's wider angle of view. Mine always gets used on a full frame body and is used when I want night cityscapes and want to travel very light (just a camera). For landscapes (and I do not do a lot of them) I prefer a zoom, mainly because of its versatility. Keep in mind you can't always back up. What sort of body (full frame or crop) would you be using it on?

Yes they do, also there are third party very wide zooms there as well.
I sometimes use a Tokina 12-24 (on a crop camera) and the extra width comes in very handy at times. On a crop camera 24 or 28mm is not real wide especially if you are shooting where you do not have a lot of room.
