Default Quality Filter?

What is a brand of filter that is good quality? I have been looking at circular polarizing filters and prices range from a few bucks to almost a hundred. What is a good one to get without spending a fortune?

Tiffen, B+W, & Hoya are three good glass filters.
The higher the price the better the optical quality. I have a Hoya Circular polarizer that I paid around $50 and have had no problems with. All of my ND filters are filters are Tiffen.

Hoya and Kenko brands are manufactured by the same factory and they are supposedly same in quality. Kenko is a tiny bit cheaper than Hoya.

I use the Hoya Pro1 digital for all my lenses.

My friend use the B+W (german made), and they seems to be great also.
