Default Software for the poor

I need some help finding program, preferably free, that handles RAW files. Currently I only have the program Corel Paint Shot Pro X and it won't open RAW files. I'm a college student and can't afford much in my life besides tuition, rent, food and other basics.
I'm just curious to know if there are any free programs available. It doesn't need to be the fanciest program out there, mostly I only adjust temperature, contrast/brightness and saturation during post-processing.

The Kodak software is free and handles raw. I use it even with my Canon.

What kind of RAW files are you having trouble with? I've used PSP X2 to open RAW files from both Panasonic and Canon. Maybe that's something they just added in that release....

My RAW files are from an Olypmus E-500, or ORF. I tried using the help option and it said that olympus raw files are supported, but everytime I try to open one I get an error message that says the file can not be identified as a support type.
Now that I know PSP X can open them, but it's not working for me I'm rather upset and flustered. I'm a natural with computers, I dislike when they don't obey me.

As Thunder mentioned above, use GIMP. It is a great program. You'll need to download UFRaw, or RawTherapee as well to open the files. Both also open source and free to use as well.
