Canon itself doesn't designate the lens as "UD", and there is no 18-135 USM, so I'm a little puzzled.

If you mean the EF 28-135 IS USM vs. the EF-S 18-135 IS, then the EF 28-135 IS USM was designed for film, so it's a full-frame lens, and has USM, but is older in design and optically is not as sharp and is not particularly wide on a crop-body. The EF-S 18-135 IS was designed more or less as a replacement for the 28-135 as a kit lens on crop body dSLRs with better optical quality than a superzoom like the EF-S 18-200 IS. However, it lacks USM, is low cost, and is not a professional-class optic. The EF-S 15-85 IS USM is probably a much nicer lens, but costs quite a bit more.
