I have a circular polorizer, Red 25, and a Neutral Density filter. Im new to using the filters, is there any tips?? Can I put them together and use them? Mainly, How do I use the Red 25 filter with black and white pictures?

The nutral desity filter will be used to block out light without affecting the color. Use it when you want a longer shutter speed. The red filter will be practcally useless in digital color photography as that effect can be done in post processing. In B&W photography the red filter can be used to darken the sky and darken green objects like leaves and grass. a general rule of thumb is that a coloered filter used in B&W will darken a (opposite) Complementary color.
