I'd like to know this as well, how really water tight are they? and are they well enough made to put an expensive camera in these bags?

I have used one made by DICApac and its been great. I havnt specifically used it "underwater", it has protected my D90 well during several 'dunkings' and splashes.

During one of the whale strandings I was at last year I was chest deep in water shooting as the whales were being refloated - didnt have to worry about getting washed over by a wave or my camera going for a swim - the bag floats to incase you do drop it. No way i would have been out there without it.
