Default Which one to invest in?

Was wondering what others think about Canon 24-70 L Lens verses the Canon 17-55 lens.

If I buy the 17-55mm and I upgrade to the full frame, then I won't be able to use it anymore?

Wanted some advice.
Thank you.

24-70 and use a UWA for the wider shots.
