Default new computer

I'm going to buy a new computer but it's going to be a cheaper one (600$ or so), and because of that, i don't have the possibility to max out the CPU, GPU, loads of RAM and so on.
What hardware should i focus on when i'm editing photos in e.g. photoshop, and i don't want it to be laggy? large CPU? dual-core (maybe quad-core). And does the GPU even do anything when i'm editing photos?

For 600 bucks, if you have a case already you can get a nice quad-core cpu, 4-6gb ram, 1Tb harddrive and a really sweet graphics card...

In collaboration with Dennis we found that the final setup was:

Radeon HD 4650
4GB DDR3 PC-16000 (you don't find it faster)
ASRock M3A770DE (it's SLI compatible = two video cards in the future)
Phenom II X4 965 3,4 GHz (awesome quad-core)
