Well, your shutter speed is 1/15 second. The cat isn't going to stay perfectly still for that long. I see you're already at ISO 1600, and I'm assuming the lens is the kit lens, which means you're limited with respect to the aperture.
The only thing you can really do is get more light in the scene to speed up that shutter so that it freezes any slight motion by the cat and your hands.

The lack of sharpness is likely due to camera shake. A shutter speed of 1/15 is really pushing it for a handheld shot. The cat is the obvious focal point but its movement couldn't be frozen at that 1/15 shutter speed either. I see you were already at f/4 and ISO 1600 so the only way to get this shot sharp would've been to add more light to allow a faster shutter speed. This is obviously a candid shot but if you would've moved a bit to the left and had the cat more above the machine than beside it, it may have provided a better composition and may have gotten rid of the sloppy background.
