it looks a bit shaky, so try using a tripod next time also, it looks like the flash went off and it made the foreground look a little different than the background. So you should definitely turn that off, and keep a tripod ready to make your shots nice and crisp. |

I like your low perspective; good idea. What you lack is a good focal point. The focus seems to be more on the pavement in the foreground. Sodaman is right about it looking a bit shaky. Perhaps if you focused on the cars leaving the pavement blurry with rain it would help. I don't think editing will do much for it.
