So I saw this scooter left behind on the nature trail and thought I could get a good photo out of it. I added sepia filter to it but its still just blah. I feel like there was some potential here but I missed it. What would you have done?

Not sure whatelse isn't working, but had you not said that you saw a scooter I may not have seen it. The only part of it that is distinct is the handle bar. The rest just blends in to the leaf litter. Maybe a closer perspective with the scooter as an obvious focal point.

If you open your photo and right click on the image, scroll down to "properties" and when the box opens click on Details you will find your EXIF Data there. Things such as your ISO speed, focal length, aperature/shutter settings, etc.
The first post I ever put here I had no clue how to find that stuff

My 2 cents. Get a lower angle next time it'll give you a good perspective on the scooter and the canopy

I went with a crop similar to what zona did. I tried a few Lightroom sepia presets, but didn't really care for them and went with a higher contrast B&W instead. I also agree with ctcook that a lower angle and maybe a wider angle up closer to the scooter would bring it out as a subject.
