If you'll be close to the watersports action you want to photograph, Pentax has Weather Resistant bodies and lenses that would help protect your gear, but new ones are pricey and used ones you'll sacrifice some performance so it depends on your budget and priorities.

No one camera is going to be amazingly best for your intended use. £700 is roughly 1,000USD so based on that and assuming the exchange is relatively consistent and prices translate with the conversion rate i would look at either the Nikon D5100 or the Cannon 60D

based on this review: Canon 60D vs Nikon D5100

I would buy the d5100 because 1 it is comparable or better in most values, it is cheaper, and that allows more money for good lenses... then go out and get a 70-200 f/2.8
