I've only ever used the 105mm VR and it's a gem. I've been told by someone who has and uses both that the 60mm is sharper, but he's also complained that while it makes a good portrait length, he'd never use it on skin (too sharp). Also, the working distances on the 105mm will be much better than the 60mm.

It really depends on your budget. You can't really go wrong with any of the Nikon micro lenses. There are also some good third-party macro lenses out there (the dedicated ones rather than the zoom ones that say they have macro). I had a Sigma 105mm now I have the Nikon 105mm. I happen to like the 100mm-ish range.

The budget is limit. I'm an amateur, at best, and I am learning, learning, learning. Dropping more than $500 isn't an option. I can get the 60mm for about $500.

Then yep, the 60mm is a very good option. You might be able to find an 85mm micro if you try (though from what I see they're about $530 online). A Sigma 105mm macro might also fit your budget. But yes, the 60mm is a very good option.
