The 70-300 is probably the first one and not the VR version. I would not recommend it. You will have to be at 1/320s if you don't want to see blur from handshake (some people are better here, this is just a reference) so forget anything else then a sunny afternoon. And you won't be able to compensate either with high ISO with the D70.
Even if the D90 has been replaced by the D7000, it's still a nice camera. I would go for option 2 and keep gathering my money. You will also discover what type of photography you like. My 2 cent

First, you must realize the D70 is really old technology. I wouldn't even consider it at any price.
Secondly, are we talking about American dollars here? If so, where are you finding a D90 with a kit lens for $725? That seems really low! You may want to let us know more details about this purchase so we can help you make a good sound decision. We're here to help you.

Of those two options, I'd go for the D90 + 28-105. The 28-105 is on my D90 most of the time. It's a fine lens with a usable macro mode. Only drawback is that 28 is not very wide on a crop sensor. You will probably finding yourself purchasing something like a 12-24 later, or even the 18-55 (which is very cheap used).
