Default Flash Compensation on D700

I recently bought a D700 and I'm still trying to learn about all the settings. In the last couple of days my exposure compensation icon has been blinking. No matter what mode or settings I have it on, it seems to continue to blink. It's causing issues for me when shooting because it's constantly changing my exposure after each shot, even when on manual.
I thought it might be the "Easy Exposure Compensation" in the custom settings, but I have that listed as OFF.
I've searched for it in the manual and elsewhere, but can't find anything.
Please help!

Default Title correction

I meant to write exposure compensation as the title. Oops!

push the little +/- button and turn the command dial until it reads 0

Thanks SK66, but I wish it were that easy. That was the first thing I tried. Then I found the setting for easy exposure compensation and that was off too.

if what sk66 said didn't fix it, then what exactly is blinking?
There is also an icon for flash comp...it is the +/- but has a bolt next to it. You set that by holding in the flash button and rotating the front command dial...

Nope, that's why it's so frustrating that I can't figure it out. It's definitely the exposure compensation icon flashing, the exposure comp is set on zero, and the "Easy Exposure Comp" (custom setting B4 on the D700) is set to OFF.
I'm not sure what else it could be.
I take a photo on manual mode and it automatically jumps to another exposure setting like it's anticipating the next shot. And at times it won't let me move it back until after I take another shot.
I might bring it by a pro shop to ask them to take a look.

i believe the FEC icon will blink if you have bracketing enabled.... and one of the paramaters the camera is set to bracket the exposure on is set to flash.

could be wrong..

Got it Candleman! I changed the auto bracketing mode and I now have the control over the exposure. Thanks!
I guess the next thing I need to focus on learning is the bracketing options.

Thanks again,

I never bothered with bracketing. It doesn't seem to do anything for me that is useful.
