It says "please include if possible", which is a bit stronger than optional since
AFAIK pretty much every digital camera records information about the settings used. The reason is that there are certain core bits of information which have a big impact on the results. For example, a photo from an iPhone will be judged a bit differently from the result of a top of the range DSLR. An edited picture might evoke different comments to one straight out of the camera. If you have no idea even about what camera you used, what are you going to gain by asking for critique?
Therefore, since by asking for critique, someone is asking others to spend their time, we ask that the original poster first demonstrates their readiness to learn, which also helps answer a lot of the routine questions that might come up.
