Default Tail of Betta Fish

It still needs something ... can't put the finger on it.

Ignoring whatever artistic or technical qualities might be in question, it needs something (not words) to tell you what it is. There is no context to communicate a story. It's just some shiny stripes.

It also has a bunch of debris and water drops on the left side that are distracting.

The idea of capturing the tail of the fish in fine detail is a good one, but I think you could back off a bit and show is the fish too so we know what it is. Understanding that bettas in particular are feisty and unpredictable, you may have to take a few thousand shots to get just the right balance of context, composition, and focus.
