If I had to choose just one light modifier on a budget, I'd go with an umbrella. You simply cannot get better light for that cheap anywhere else. Then, you can save your money for something a little more elaborate down the road when you get some experience and a better idea for what you really want.

I use my 5-foot Octa all the time. My model have two layers of diffusors (they maybe call them baffles?) and just by experimenting with removing one or two you will get very different results. If the model you are looking at also has grids of some sort, buy those too.
