Default Low light conditions outdoors

When shooting people in low light conditions outdoors... would it be effective to bounce your speedlight off a white board that an assistant can hold up behind me or to the side of my subject? I hate flashing somone straight in the eye...

or bring a ceiling with you
as in a lumiquest...or better a DIY for cheap lumiquest!!

I'd use a dome or flash mount softbox (lumniquest) and the flash off camera (corded or wireless)
