Is the tree too distracting?

I really like this shot. I can't decide, however if I like the tree in the foreground on the right.

Giving my first impressions of the photograph, for me it's "meh" -- the tree is kind of nice because it helps frame what should be the subject or topic of the picture, but it's really hard to discern a general topic -- what do you want me to look at?

There's no expansive landscape, the fence is kinda cut off, the tree obviously isn't it. It has the potential to be a really creative shot, but it just needs a different composition, I'm thinking.

I literally took this pic while driving. I didn't mean to, I didn't plan it, it just sort of happened so really I am not sure what the pic is about. After looking through my shots I thought, hey this is kinda nice, I just didn't know if the tree, the one that frames was too distracting. After your points I see what you mean, there is no focus, it just is. Thanks for the input.
