From experience with the Tulip festival, a slightly overcast day works best, but if youre out on a sunny day, bright sun is best. The flower beds are fairly out in the open, so you get a pure bright light on the flower heads themselves and they're just so punchy.

I've added it at the bottom of my post.
In this case, the sun was hidden fairly well behind an intermittent cloud, but this was taken in the early afternoon (1-2pm). EXIF:
Nikon D80
Nikkor 50mm f/1.8
Aperture: 1.8
Shutter speed: 1/4000
ISO: 100

Like I said, it was PLENTY bright.
