i know the tripod must have moved......but why just some of the lights have the whirl?

My assumption would be that the other lights just didn't have enough presence to leave trails. I would hazard this guess because it looks to me like this was a very fast motion, as it seems you may have caught the strobing of some of the lights. This may not be exactly what that is, but that's my guess.

Those probably didn't show trails because aliens were flying past them just as your tripod moved.
I offer that explanation because I have no other.

Was someone walking around your equipment with a flashlight or penlight? To me it only looks like two lights are circling, and that they are each reflected as well. If you walked up to your camera with a light on, to release your shutter, that could explain it somewhat. The reflections would be caused by your UV filter.
Just a thought, as I don't believe in UFO's. =)
