If you look closely all the whirls run parallel to each other and contain two lights. The only lights that are affected for some reason are the traffic running from left to right and not top to bottom. I'm sure a mathmatician of physicist can explain it but I'm just a lowly middle school teacher. It would be neat to try to get this effect for just the traffic on purpose! Interesting.
