This is VERY NICE photo with strong blue sky, so white cloud and smooth water.

I wonder how to capture such nice photo. what kind of filter to use or what kind of pp to apply?

Circular polarizer. And some Postwork in RAW. Maybe even a graduated ND filter to darken the sky as a whole, but I couldnt be sure.

You should try contacting the user and asking. They might help out!

looks like a polarizer. They will give you that kind of effect: deep and saturdated colors of the sky and even of the water especially when its a sunny day.
