How do you get this sky effect?

I've seen it a lot, but never figured out how to do it. Any ideas?

This was done one of two ways; either this is just a result of the very long exposure with a wide angle lens and the white streaks in the sky are the passing clouds, or it was done in post processing. I favor the former, but either is quite possible.

Nope: too directional. It's a VERY long exposure.
