I'm thinking about getting Tarmon 10-24 or sigma 10-20 lens for landscape photos. I have a couple of questions. Which one has better glass, or are they about the same, or stick with the Canon brand lens. Also, what is the difference between full frame and cropped framed cameras. Currently I'm shooting with Canon Xsi w/ 18-55 and 55mm 1.8. Or put me in the right direction of a thread that has this information. Thanks.

I can't comment on the Tokina, but I do have the Canon 10-22 and my best friend has the Sigma 10-20, which I've also used. Both the Canon and the Siggy are excellent lenses and I would have bought the latter had I not gotten a great deal on a secondhand Canon.
The difference between a full frame camera and a crop camera is the sensor size and field of view. Put simply, full frame cameras are equivalent to that of 35mm film. Your Xsi is a 1.6x crop. What that means in terms of lenses is that a 10-22mm lens is the equivalent of a 16-35mm lens on a full frame camera... or, in other words, the 10-22mm lens has a field of view of a 16-35mm on a 1.6 crop body. Hope that helps.
