I enjoy the long exposure and the elongated light reflections.
In my opinion though, the blue tone over dominates the image.

Yeah, just too blue. The light reflections in the water are nice at that saturation. Maybe you could use an adjustment mask(s) in PS (or whatever you use) to get them like that with out turning the entire photo like that?

Yes, too much blue. The reflections are great, and I like where the lights are situated in the image. But the blue is too distracting.

Blue blue blue!! Yup, I think sticking with the original dark water and sky would be better in this case! It would bring out the colours of the reflections more!

Let me be the contrarian here: I don't mind the blue. I don't care if it's caused by reciprocity failure or if you monkeyed with the saturation knob, I am not put off by it. It is a stylized image and you have every right to leave it as is.
I am curious about the way you treated the edges; not put off by it, just curious if that is something you try to do on all your images or if you singled this image out in particular for this treatment.
