One thing I noticed is there is a lot of noise in your photo. Probably due to the high ISO. Try doing a noise reduction on your images before anything else

I am new but I was thinking how would different settings go on this? Say tinier f stop like f16-22 (to sharpen foreground more), lower the iso so the grain is not obvious (say 200-400) but have a longer shutter speed (on tripod)?

I'll start by saying that this scene has some great potential, very nice reflections going on out there.
Personally, I don't think you needed HDR for this shot. HDR is great for bringing out darker (shadow) areas, subtle colors and also allows you to include stars. But in this case it looks like the only part of your shot that this technique has enhanced is the muddy bank at the side of the river - which (in my opinion) does not exactly add anything positive to the shot. HDR is really great fun (day and night) so keep at it, and read the tutorials on tonemapping etc. Good luck!
