Default Fence in B&W-what can I do?

Hey everyone,

Ive been looking at this picture for a few days now and am convinced as much as I like this picture-its really, really lacking something. It was taken in colour on a very cloudy day and thus felt best to turn it into a black and white image.

What do you think? Should I up the contrast a bit? Should I be cropping anything? What changes could possibly/maybe/perhaps make this image 'pop'? With the EXIF details below, should I have taken it differently? What could I have done?

Or if its just 'one of those' which cant be saved?

Thanks heaps
Priya.

You could try applying an ND Grad filter to the clouds, to equalize the tonality between sky and ground. Then you can increase overall contrast and see what happens.

There you go-Just isolate bottom third of image with lasso,or other tool of your choice, and use shadow/highlight at default, twice:
