The exposure looks too dark to me. Regarding the composition and interestingness I will answer with a question: What is this a picture of? (What were you trying to capture?) I see a few possibilities - the fence, the beach, the picnic table, the lake, or maybe something else (a mood perhaps)?

i think the composition would work better, if you moved the picnic table to between the fence posts, increased your depth of field so the picnic table was in focus and the fence was not and the mountains weren't
thats the best i can think of with that shot. |

Your perspective is interesting but kind of backwards. The leading lines from the fence are leading the viewer off the photo to the left instead of into the photo. That's probably one of the factors that is giving you the bland feeling.
I also echo Sterling's comment...what are you taking a picture of? Or better, what is your center of interest? I think you might be trying to use elements and ideas you've seen before in other photos but are not quite applying them properly. Not a big deal. You know the elements...that's half the battle. Getting it right is what practice and this forum are all about. Heaven knows I've created more than my share of bland photos. I don't think we are alone either.
